I would suggest for you to think of the game you want to create first. Then think of the format you are going to use (Example: Java, Flash, etc..). Next, decide where you are going to put the game. Most games become popular when they attach it to FB. Try creating an application for FB instead.

there are number of ways you can do
first you have to be more specific what kind of games you are going to design. for simple character based games you can use javascript. but when there is a need of graphical games , you have to work on flash atleast and the scripting too.
