I haven't heard it but the history shows that all the sites who use the word NEO aren't as good as neobux. If it was owned by neobux's admin, he should tell us in the forums. There were several attempts of copying their design and script or just name and the most stable WAS neobuxindia, but it scammed for like 3 months... If they were serious and wanted to make something new, innovate, they wouldn't copy the name ;) My advice is if the site is really, really new - you can join, but cashout as soon as possible. If the site is more than a month old, you should search and find referrals, so you will be able actually to cashout before it goes away. In any case, DON'T invest your own money in it!
