Speak without reading and read without speaking

Ok, i have an odd question, i thought of it in the bus today. So there are people that can speak a language without being able to read it, but is there a possibility to be able to read a text in that language, and not knowing to spoeak that language? it's dum i know. but deep deep inside there is somethin'....

Definitely. I can read Hindi, but I can speak may be 50%. I used to be able to read Tamil, but I don't understand much. And since we don't have script as such, that is my language use English script, anyone who can read English can read Mizo (my language) too.
