My countries is listed in the Paypal, but under the last category

My country is listed in the Paypal list as countries where sending money in the growing paypal network, it is the last in the world network category.Some countries under this is Peru, Tonga, Russia, Greenland, Samoa, Kenya etc. What really does it mean? I have an unverified Pay pal account so that does that mean that Pay pal can send money to my local bank account? Anyone from this country has an expreince with Paypal, please help?

Countries name are written there according to the development. They will send you money but you have to verify your paypal account with your bank account.
