In need of turbo starlet to get really fast!!

Is there anyone out there who knows ALOT about 1300cc GT Turbo Starlets specifically the EP82 series??? I need sometime help on how to get it really fast and push out atleast 400hp (horse power)...i know people who set their own by putting in forged 5e engines 1500cc with evo turbos like the tdo4/tdo5..could someone help me please or link me up with someone who knows alot about tuning them???
