starting a new website.....

is there any restrictions or laws or rules & regulations of what type of websites can be started for free and what type of websites shouldnt be and what if we give away some prizes to our members. tell me more abt it.

you should not start a ponographic site for free you can start other type of sites for free...... and if you want that your site goes well and attract a lot of traffic you have to promote well..... unless you promote your site you will never be able to tell your visiter that you are offering gifts for your site
