Are the police the ones to blame?

Do you think the police are the ones to blame for the death of the Hong Kong tourists in the Philippines? I mean, for me, they could have done better. If they did not do anything bad against the hostage taker's brother, he would not have gotten angry and killed the hostages. The police could have just given the hostage taker's demands first let him release the captives and capture him later where no civilians can be injured. I'm a Filipino too and that tragedy makes me feel sorry for the whole country. My condolences for the families of the victims.

If the police are well trained there would be a different ending. But it sad to say that PNP is so corrupt and it shows the way they handled the hostage drama. My condolences for the families of the victims!
