How to improve my poor english?

when i saw the articls on TIME OR BBC,i am all at sea!so many new words to me,and i cann't understand these sentences.

The best is you have to learn many words to this cumulative knowledge to help resolve certain question for you, but good in english, you should combine all three skill: listening, speaking, reading and writing.

There may be some words you dont know but try to guess some of them. The context of what you read will help you understand even though you don't know the meaning. You don't have to look all the words you don't know up in the dictionary. And to add a note not all English native speakers know the meaning of every word used on Time or BBC.
