Another child mauled by a dog...!

The news today in the UK is filled with news of a 10-year-old girl who was yesterdat attacked by 3 dogs in the street whilst she was riding her bike outside her nanas house...she broke her jaw when she was dragged from the bike, and has injuries to her leg...she has had to have plastic surgery, but is in a stable condition...you may not think this is lucky, but considering in the last few years there have been at least 3 youngsters killed by dangerous dogs in the UK, she is a very lucky girl to come out alive! The thing I want to know though, is how do you think we should deal with this problem? Is it the dogs fault for been angry and aggressive? Or is it the owners fault for not training them correctly, or keeping them safely locked up if they are aggressive dogs... the dogs in question are Bulldogs...very vicious natured dogs, this is not at all to say all bulldogs are dangerous, but they are vicious in nature just as a tigers natural instinct is to attack...so is this dogs. Do you think these dogs should be made illegal? Or do you think owners should be forced to have "dog handling classes" and a licence before they can own these "dangerous dogs"??? Afterall, a dog is a very da ngerous weapon in the wrong hands and especially when trained to kill. What are your thoughts on this?

It certainly makes me glad that I don't have a dog, when you see how normally well behaved dogs can suddenly turn on little ones - the amount of babies seriously injured or killed by grandparents dogs is frightening.
