Is there any tool to promote the blog to google worldwide

Recently, I was in a cybercafe, where i was mylotting, there I could see a lady submitting the url of her blogs to million sites one by one. I was startled. I tried remembering the actual url of the site where she was finding all these links but i couldn't. This is strange. Here I am trying my best to earn online- alas!! i tried hard but couldn't get anything. please help
