Haiti: Why haven't they been given food and supplies that arrived in January?

The people of Haiti are still in the streets without food and supplies, etc. Yet, there is food that has been there since January that has never been given to the starving adults and children. Where are the billions of dollars raised for the Haitians? It seems like movie stars, singers, and others love to put on a concert to raise money, but nobody follows up to make sure these people benefit.
