If you don't have credit card,here is the solution for it.
you can buy online virtual credit cards from online that are verified visa card and accepted in paypal and ebay,you will be provided 16 digit no.,3 digit vcc and validity.after it you can verify your paypal.

validity is varies on different card but once you verify your paypal no need to do again to verify.

u can try it with debit card. u can ask some of the bank in ur coutry about it.
