Scam or Legit: Bux.to

Bux.to is a site that pays to members by clicking the ads. But I heard and read a lot of reviews and forums about Bux.to. And I found it negative. Out of 100 responses, there are only 5 that gives a positive response. From membership, upgrade, and cash out, it seems Bux.to have a lot of problems. I joined this site as a standard member but I didn't push through because of those negative feedback. What did you know and experiences in Bux.to? How can you rate this site? Is it scam or legit?
