Do you judge people before you know them?

ok basically ive been thinking about this for a while because although i try to get to know people before i make judgement, sometimes the way i act or think can be determined by how someone looks and im not talking about beauty, ide never act different around someone who doesnt look like a model to someone who does, i believe everyone is an equal and personality means everything. What im talking about is the way people present themselves for example if im walking down the street and see a hooded figure coming towards me ill do my best to avoid them. thats judging someone isnt it? but afterward ill think but sometimes i have my hood up that doesnt change the person i am but because i dont know that person i assume they could be out for trouble. Am i falsy judging someone based on appearance if i do this?

As far as the hooded thing goes, yes it is judgement but we have to go with our instincts sometimes because originally, thats what kept up alive. Socially, I think that people could do alot better for themselves and other and reach out more. I think technology has made us a colder society in a way because people have lost this vital connection of looking each other in the eye and having more face to face conversations. I think you sort of have to make initial judgements; they aren't really judgements, but more like initial feelings or first impressions. You just have to do the best you can and try not to carry around hate from past experiences. I sound like a hippie....
