If you find that your pedaling cycles are fast you need to shift the gear that controls the front derailleur on your bike. When you do this, you will notice that pedaling requires more force from you legs. Your pedaling cycles should not be slow, they should be smooth and steady. And you shouldn't be pedaling so fast that your hips are rocking back and forth on the bike

Also make sure your saddle is up high enough while you are riding. I see so many people who have their saddle lower than it should be which puts stress on their knees, puts them out of proper position, and slows them down. On a mountain bike your saddle should be up so high that you are just able to touch the ground with your toes while you are sitting.

Do you have any gear switch installed on your bike? If so, switch to the lightest position. And, try to oil the chain. Perhaps some dirts just got into your bike.

If you have oiled the chain and sprockets, and have utilized the gears to their maximum ability then you may have found the upper limit and can't go any faster. Obtaining speed from gear powered machine is matter of ratios. Once you have achieved the highest gear ratio possible you can't go any faster. The only way to go faster is to peddle faster. Since a person is only to peddle so fast and no more they then have achieved their maximum speed. Other ways to optimize speed are to wear drag resistant clothing, and an aerodynamic helmet. Of course, ... you can always try riding downhill as well....WEAR that helmet! ;)
