Improving subordinate's performance

I have been striving to get my work team to improve their metrics. I work as a customer service supervisor and for months now, my team's CSAT (customer satisfaction) rating has just been average (on the acceptable metric score). We have implemented a lot of strategies and action plans but still gets nowhere close to exceeding goals and nowhere near to other team's scores. In regards to motivation, we definitley reward and recognize the performing agents, train and coach those struggling, change business action plans but still a "no go." Work attitude is definitely high, but we just can't make it close to the top. I'm I doing something wrong? What else am I missing to achieve the desired metric goal.
