Volunteers plight in the Philippines,always in danger?

A nurse volunteer was gang raped in the south while doing some volunteer works, just recently health workers,mostly volunteers were arrested by AFP suspecting them to be rebels supporters, with all of these things, volunteer's life in the Philippines is always in danger,and this will lessen the number of people committing themselves in this humanitarian works . Do you think, the government has done something to safeguard volunteers in the Philippines?

Safety should be a priority, although the gangs are so infesting and growing by the numbers that not even the government and or police can keep up with them. I think as citizens we too have to be a bit more pro-active in our own safe-guards to not be alone in areas that we know may be hazardous. Although unfortunate circumstances like the one you mentioned is so unnecessary and sometimes we just cannot be prepared.
