PTC owners please weigh in

I have noticed on a lot of PTC sites, sites that are framebreakers, so that I do not get credit for clicking on them. These sites are hurting both the clickers and the owners, by getting free hits they are not paying for. But I see the same sites for many days in a row that are framebreakers, and are not removed by the owners. Obviously, clickers are not reporting the framebreakers for the same reason I do not: I am busy and don't want to break my flow! So, my question to PTC owners is: Have you considered paying clickers to report abuse? Like half a cent or a cent for the first person who reports a framebreaker or something else that violates the TOS, payable to their account once you verify that it was a reliable report? Why would you consider doing this, or why not? I do not know if any site currently does this. If you think this is a good idea, and decide to implement it, I would like a teensy bit of credit for the idea :P Like, maybe a free upgrade on your site? Or at least a few extra ads to click... But I am interested in your thoughts.
