Can a Caregiver apply as an Immigrant before completing a contract?

I have a friend who is a professional in a different country. He is a Licensed Architect and applied to be a caregiver in Canada. According to the new released list of professionals that the country is going to accept as Immigrants, Architect is one of it. He applied as a caregiver before the list was released and doing the job for a year long. The contract is to be finished by 24 months. Now, my question is, is there a possibility that he can apply as an Immigrant in the said country?
