My Pitbull's Eye's Are Running. Any Idea's Why? Please, Suggestions Needed

Ok simple questions for the dog owners out there. I have a 6 year old pitbull dog and she is my whole world and best friend. The dog has been in excellent health for its whole life but just within the last couple of months I noticed her eye's will dribble out tears a couple of times a day. I know that most people will say take it to a vet. Here's the problem with the vets around here. Pitbulls have just recently came off a ban here. Meaning for the last 6 years no one could own a pitbull unless it was grandfathered in before the ban started which my dog was one. Anyways when you take this type of breed to the vets around here they don't really take any interest and don't really check them out. The last time I had my girl to the vet all the doctor did was walked around the table looking at my dog but never touching it or taking temp or any of that. He then turned to me and told me she need this $200 pills at the time. Now how is this possible when he didn't even do anything to the dog? Either way I paid to get the pills but thought it was a waste of money because my dog was not sick at that time. So here I am 5 years later and now her eyes are running through out the day. Not gross colored stuff or anything but just clear like tears or sleep we get in our eyes at night. I'm hoping someone here at Mylot has a dog that had or has this similar problem and what I can do to help? I don't want to take her to the vets and have them do nothing and charge me again so please can anyone give me a suggestion? I love my dog and can't live a happy life without her. She's eating fine, playful and listens really good so she can't be all that sick I figure.
