PTC, PTS and every other internet program - are these rip-offs?

Sorry to all the PTC & PTS site owners but I was just surfing and I noticed the ads that when you go to go away from the site - BANG up comes an offer and it is usually a discount. The way I think of these ads are - I will rip you off if you are silly enough to sign up on the first time you see the ad. What do you think of these types of ads and the discount offer they provide? By the way I am not blaming the PTC & PTS site owners.
