caesarean sections causing nhs money problems

Caesarean section operations are at an all time high with around 23% of births taking place in this way. The World Health organisation recommends a figure of 9%. With the cost of a caesarean being double that of a natural birth not to mention the increased cost of care following the caesarean and any complications which may arise from it, should medical staff and hospital officials be taking a greater stand against those who want to 'book' a caesarean section instead of having a natural birth? this is not a discussion saying ban caesareans as Obviously, caesareans are incredibly useful operations @when they are needed' but should women have the choice to have one with no clinical indication? especially in this time of financial crisis?
