E Cigarettes, banned here, yet they're for sale?

I just read some startling information regarding electronic cigarettes. In Canada, they are banned as being too much of a health risk to users. Yet, just last week, I saw a store selling them. I don't understand it. The sale of these was banned in March of 2009, so how would any store be able to sell them and get away with it? The pricing is clearly marked for everyone to see, but if the sale is banned, then I don't see how they're being sold to this day. Any comments on this?

Perhaps they were being sold as a novelty joke item? Or as a collectors item? There are words around every law!

My husband uses one, that he ordered from the United States. We are in Canada, but reading this post here is the first that either of us heard about them being banned. I guess we'll have to look for more information on the internet later. thanks for the news.
