there is an amendment in the constitution that states we the people have a right to abolish any part of the government that is not doing the will of the people. does anyone know what amendment that is?

you are thinking of a line from the declaration of independance which is not law "it is the duty of those people to throw off such government" does that sound like what you are thinking of? part of it goes something like that
