Everyone here has given you good advice, up to a point. I especially like that fjaril directed you to read the important information. There are many people who are friendly, and if you send them a request, they will automatically accept you. There are others, however, that will not accept you if you have not interacted with them in a discussion or two. They question whether or not you really know them well enough to want to be their friend. So, visit a few discussions and see who you like. You can respond to their discussions, or if they are responding in a discussion you are welcome to comment on their responses. We have a lot of good discussions here and it is fun to be here.

Great response.
It is difficult to know anyone online. A lot of people appear to be friendly but it is hard to determine if they are sincere or just randomly submitting responses to fulfill some predetermined (by themself) quota so they can reach their payout.

The thing is, I went to some more of her posts as well. Sometimes people get too distracted or lost right away, and they never catch on. Most of us want the new people to stay around. A lot of us will accept almost any friend request, but people do have to put an effort in as well. I have to assume that maybe she got busy or had to go to work or something.

start answering questions in topics that look interesting.
That way people get to see your name and will sonne start friending you.
