What is the best image editor

I know that I have asked this before but I need some advice on a good image editor program. I only use them to resize or touch up photos but I have recently had my mother board go out and I lost everything on the drive too for some reason. My girlfriend likes to use them to make funny pictures, add captions, cartoon it, etc. so I need advice on one like that too if anyone knows of a good one. I have found most people here on mylot to be friendly and helpful and I really appreciate the responses I have had when I have needed help. That's why I really try to answer people's questions when I may know something that will help. So, thanks in advance for any responses.

I have tried many image editor the best one I found was Gimp. It has many features and is known as the free version of photoshop. www.gimp.org

Image editor - Paint is one of the image editor i like.

..for me the best image editor is photo shop. u can do all with photo shop.. like putting an eye in your forehead .. try it.. i made a lot of edited pictures of mine.. all of that is beautiful.
