What Plea Bargain Agreement???

I was just watching the news about the former military general who is charged of plunder for allegedly stealing hundreds of millions from the AFP funds. The odd thing about his case is that he entered into a "PLEA BARGAIN AGREEMENT" with the government allowing him to be a free man provided that he return a portion of the money he was accused of stealing. Correct me if I'm wrong but by entering this agreement he has basically admitted to the crime he is being accused off. So why let a guilty man free if we all know that he is guilty? The system really is kinda weird! Letting a man go because he agreed to return a portion of the money that was not his in the first place, and to top it all he gets to keep still a large portion of the "STOLEN" money. WOW!!! I could have agree if the "PLEA BARGAIN AGREEMENT" stated that he return all of the money, then maybe a lesser jail sentence. But I guess I'm only an ordinary citizen.
