what remedy to rebuild the areas of australia destroyed by flood?

i have read and seen alot of news regrading the tremendous damage causes by the recent flood in australia and feels that the government should draw new master plan for the area and implement it with w view to avoid further damages when such flood occurs . besides the government shall involve all the private sector to ensure that the plan is fulled realized to prevent unnecessary delay . what do you think ? cheers
