Is there any software out there help unlock your cell phone?

I just wonder, if there is any software out there help unlock your cellular phone without going back to your service providers? I don't know if this question is valid here or not. People usually told me that if you want to unlock your phone, you might need to go back to their agent, or pay a small fee to get them unlock the phone for you. Or you might need to be in contract with them for while until they would unlock your phone unconditionally. That sounds sucks isn't it? So, here is my question, is there any software out there would do that, if you know, please share!
