racism by government?

Chinese New Year's Eve is overflowing, fireworks everywhere, streets in my town was crowded and jammed. oddly enough, only Chinese New Year's Eve and New Year's Eve fireworks in freely traded, while the widths night fireworks banned in my city.
whether this is because the government adheres to racism in my town? what about your city?
