AlertPay or PayPal exchange to bank transfer

Hello everyone! This is my first discussion post so please bear with me here. I was just wondering if anyone knows of any AlertPay or PayPal exchangers that will exchage my AlertPay or PayPal money to a customers bank account in Pakistan. What is going on is I'm running an online buessness, where I pay my members online via PayPal or AlertPay, but one of my members is having a problem recieving his earnings. If anyone knows of the best exchangers with little or no fees please let me know. If there is a fee please let me know how much it is. He is only needing $24 dollars. What good about Paypal for me... I could receive and send payments from a merchandiser thru Paypal to Paypal very easily... but the problem I am experiencing here at the moment is verifying my paypal account using a credit card... since I am not using a credit card. You would need to verify your account both in Paypal and Alertpay so you could raise the amount of money you want to withdraw thru your bank account. Now I am also trying Alertpay, it have almost same process like Paypal.
