Free Art Computer Program

I've recently started looking into making graphics for Websites and video overlay type things. I've tried Microsoft Paint which obviously doesn't reall do the job, and I've also tried Paint.net which was actually pretty good, but it either doesn't do some of the things I want, or in order to do those things you have to go through a complicated process. So what are some good free art programs that can be used to make the sorts of things I'm trying to make?

I use gimp. I have been for a few years it slow my computer down a little. It is a great program. I also use photoshop and coralpainter.

Gimp is good. You might also try the drawing program from openoffice.org and from irfanview. Also if you go to http://www.giveawayoftheday.com and check each day they usually have a free art program once per month. Just be aware that you have to download it and install it completely on your computer on the same day they offer it.
