Does anybody know how to create a splash page?

First of all, I want to know what exactly a splash page is. Because I don't really understand the term. Is it free to create one? What skills do I require to create one? Can anybody help me? Please....

A splash page is usually an intro page or whatever the site use while program or site being load. Some use flash, only html codes and some a huge picture. You can get one for free around the Internet but usually the owners would leave their watermark on it.

I see. Thanks for helping me out. It seems that a splash page is not what I was looking at for.
