which is the best paypal alternative?

hello friends, its been a long time, i've been trying to get my paypal account verified. but it looks like they are not ready to approve mine. i verified my bank account but the paypal account is still limited. they want a credit card verification but i don't have a credit card. there were alternatives to verify the account so i used my PAN card as photo id for verification. i also sent them a copy of my bank statement. but now they want a copy of each of the following as proof of photo id. 1. passport 2. driver's license 3. national identity card i don't have any of the first two documents and the third one is not issued as explicitly as listed in the requirements. so, i'm now looking for an alternative of paypal where the verification is easy and i can transfer funds to my indian bank account. i heard about moneybookers but they require swift code for the verification of the bank account. and my bank account branch doesn't have a swift/BIC code. pls help...
