PTC referrals....ebook. is it legit or scam????

hello frnds, while working everyone one of us find that...we find many guys claiming that you get instant direct refs when you buy their ebook. They give a nominal charge or maybe it is big if purchased by hundreds..like $2 to $9...is that true adn will it work .....pls reply to this and make it clear so that all of our frnds make it success online.......
