What makes a PTC site scam

Hello guys!!.. lets talk about PTC(paid to click site).. What do you think makes a PTC site scam?..I believe PTC the most reason is, they have no capacity to pay their members.. right?. If a PTC site offers 1 cent per click to its members, then.. they must charge atleast 15-20 dollars per 1000 clicks on the advertisers!. . right?.. but what i see on most PTC sites right now,,they are just charging $1-$2 per 1000 clicks on the advertiser but offers 1 cent per click on its members?!.. If a PTC really wants to succeed., they should avoid doing that because for me,, it is clearly a "SUICIDE"!!.. How about you??. .
