bankrupcy: banco de oro

In the Philippines, a local bank is in the state of bankrupcy, worst is that before they did declare such, the bank and its different branches closed declaring a bank holiday. is there such thing as a bank holiday. poor depositors. had an account there once, i tried to deposit, but before that i tried to update my account. the teller told me that they can't do so because the computer is offline. so i said, maybe i'll be back some time within the week. the teller asked me on what transaction i intended to do that day. so i continued, i wanted to deposit. the bank teller offered to allow me to leave the deposit slip and money. so i asked, i thought that you are off line, no internet connection, no transaction. anyway, i tried to ask why it happened twice on the same week, no internet connect and stuff. nobody from the bank cared to answer. until the guard replied "kusog ang hanging" which is translated as its windy in manila (main branch) so internet connection isn't possible. i find the answer stupid. i mean, i'm not into computers but i don't see the connection between the strong wind and the internet. i ended the said dillema by closing all my account.
