When he blogs for money? When he monetizes his blog? When he is paid for blogging? When blogging is considered as his main source of income? When he is a someone who blogs almost everyday even when he is not paid to do so?

To be a professional blogger, your blog must generate enough income to support your living expenses. When you consider your blog to be your main source of income, not just by monetizing it but by also selling items, then in my humble opinion, you are a professional blogger.

When I think of a professional blogger, I think of someone hired specifically to maintain a blog whether it be for a company or an individual. A really prolific pro blogger could maintain several different blogs and get paid by multiple resources for their work. Just my perception.
