Can I use my internet broadband connection to make calls?

I've been searching in the internet but until now, I haven't found the answer. First of all, my location is Philippines. What I'm trying to find out is a phone service available in the Philippines that can make use of my internet to make calls to landlines and mobiles in the Philippines via my computer. I mean, I don't want to subscribe for a phone provider. But I am willing to pay for a monthly rate for unlimited calls. I can also buy a cordless phone. But I don't want a local phone provider. I want an online phone provider that offers my kind of service with affordable rate like $10 monthly. If my question is not detailed, please pm and I will explain more. Thanks in advance!

In India if you take a connection of BSNL broadband then the comapany will provide you free calls anywhere to India and also you can upgrade your account to get more free calls I dont know that whether BSNL is present in philippines or not But if yes then u can go for this unlimited Plan...
