Do you have a bank account? You can verify your Paypal account with your bank account. What will happen is that Paypal will send two small amounts into your bank account. Check that in your statement and you have to write the verification code from your bank statement onto your Paypal account. If you don't have a bank account, you might consider getting a virtual credit card. I have heard that it is easy to get one these days. There are few companies offering this. I have heard about Entropay and also HDFC has offered virtual credit cards. Without a bank account or credit card, you cannot verify your paypal account.

You can purchase a debit card at wal-mart and many other places. Make sure its visa or master card. Paypal accepts this as a credit card from my experience.
