how to make a money making blog ??

hey guys i know that blogs about online money making is very popular and i want also to make a blog about this topic...but recently i have come to know that blogger.com restrict bloggers to make some mooney making blog with them...please rectify me if i am wrong..but it seems to me that they are cancelling these kind of blogs made with blogger.com...so please suggest me how do i make a money making related blog...please don't suggest to make a website because i still have not enough money to maintain a website..that's why i just want to start with a blog ....
