USSC and PayPal

Guys, I am from Philippines and i heard about the USSC money card. I tried to search about this concern in google but I can't find any answer. Can anyone help me please? I want to know if USSC money card can be linked to my PayPal account. I don't want to apply to any credit card services and I think USSC is a good money card.
