college grad and still enrolling to learn English

So I know this person who finished college four years ago, is now working and now feels a need to improve his communication skills in English. I know that this person is not earning enough, in fact he is the sole breadwinner of his family, but still, he feels he needs to enroll in a special tutorial class in English in order to get a better position with higher pay. After wasting lots of money in school, he still thinks he needs to spend some more even if his income is just very little. It is none of my business, really, but do you think he needs to do this in order to gain a higher position? What do you think? Please share your thoughts on this.

If it is for his own good and he thinks he could do better in the future why not?? Sometimes we take things more seriously when we have target on it. Who kmows he could do better and get pay higher after this?

stine1 has a good question, is the job that person is looking for require good English skills? I don't know if there's an available English assessment test that a person can take but if there is, maybe he could take one.
