Google Map to find a resident of a specific place? [possible?]

Hi guys, I need a map site that can view the streets,houses,owner of the houses..Is it the google map?Im hoping in this way i can help my boyfriend find his mom.. And by the way, who is from Siocon, Zamboanga Del Norte [PHILIPPINES] here? I am located in visayas, its kinda negative now to go to that place..thats why i prefer using internet..Is it possible? ;((
