No driving between midnight and 5AM

We're having so many teenagers killing themselves driving while drunk and driving way too fast. So in light of this, the coroner said that kids aged 16-24 shouldnt be driving between midnight and 5AM!!! They want to make it illegal!?!?!?
What do you think about this drastic measure?
