The best ways to learn a foreign language.

I bet that one of you have learned (or forced to learn) a language other than your mother tongue language, some with no luck and some with great success. My native language is not English (you can easily know that from what I have been writing here in mylot), and I have been dreaming of being proficient in English language. I know this dream may never come true (anyway, I keep dreaming). So, my question is what do you think the best ways to learn a language fast and efficiently( it would be great if you can share you own experiences)?
