I think that generally speaking, they are. I have lived here for 4.5 years and altho I like the country, old habits die very hard here. I enjoy the food, the temples and of course the kimono, but I still can not fathom why we foreigners have to carry foreigner cards everywhere, why certain clubs and restaurants will not allow foreigners to enter, and why the Japanese government basically sanctions international kidnapping by shielding japanese people who get divorces in foreign countries, take the kids illegally and can come back here knowing the japanese legal system does bugger all to support international bench warrants chasing those particular japanese people and basically telling the foreigner he/she will never see his kids again. What do you think ???

Wow, that's terrible. It sounds like the system is broken. Hopefully the Japanese people will wake up.
