Quality Service Cleanliness

Known to be QSC which is very vital with in terms of food business industry. We are implementing this in our store but then the problem is whenever the crew are busy they happen to forget to clean their working area. How am I suppose to discipline them with regarding with the cleanliness. I already post some rules and policies including their responsibilities but they just read it and no implementation. So, sometimes I happen to initiate cleaning as to be a good role model to them but the problem is that they don't even bother to follow me they just watched me. What shall I do now imposed salary deduction or what?
