How to create a non steam dedicated server for cs 1.6?

I am new in the field of server connectivity before this i only play at play zones. Now a days i don't have that much of time to go to play zones. I need to play CS 1.6 with my friends. I don't know how to create a non-steam dedicated server for CS. I used HLDSUpdate-tool but i cant helped me anything. Help me to create a non-steam server. Please give me step to step information to create it & main thing is that it should be free.
