Corruption right before my eyes but there's nothing i could do about it...

So i got this head of my dept who always keeps asking us to pay for this and that. And we kept paying him and then one day we discover that we paid a lot more money than what other dept students have paid. We tried asking him but he gives threatening stare and we are kinda worried that he may jeopardize our internal marks and reports. We thought of complaining to our principal but a lot of my classmates are again scared to take it too far (to the princi) Well, i just can't stand by and watch my ****ed up dept swindling OUR money! Money that they don't deserve to have. And I'm not talking about a few bucks here. Help me people. What do i do?!
